Rates & Fees

Albany Utilities reads meters and bills customers on a monthly basis. Our service area is divided into 20 billing cycles and meter routes. Each customer’s meter is read and billed approximately every 30 days.

 

 

Water Rates

Gas Rates

Purchase Gas Adjustment March 16 2017 to present  $.557   The PGA reflects the cost of pipeline transportation to our customers.

Btu Adjustment (British Thermal Units) April 2015 to present  $.0230  This adjustment is for the heat content of the gas.  Btu is the abbreviation for British thermal unit, a measurement of the heating value of natural gas.

Commercial Demand

The Billing Demand shall be based on the highest 30 minute kW measurement during the current month and the preceding eleven (11) months.

For the billing months of June through September, the kW Billing Demand shall be greater of (1) one hundred percent (100%) of the highest summer kW demand (including the current month) or (2) sixty-five percent (65%) of the highest kW demand occurring in any previous applicable winter month (October through May).For the billing months of October through May, the kW Billing Demand shall be the greater of (1) one hundred percent (100%) of the highest kW demand occurring in any previous applicable summer month (June through September) or (2) sixty-five percent (65%) of the highest kW demand occurring in the current or any previous applicable winter month (October through May).

All Commercial Demand

Residential

Inside City Limits: $9.71 plus $3.02 per 1,000 Gallons based upon average monthly consumption of water during January, February, March. For new residential customers with no consumption history during these months, $9.71 plus $3.02 per 1,000 Gallons for 6,000 Gallons per month.

Outside City Limits: $5.83 plus $3.02 per 1,000 Gallons based upon average monthly consumption of water during January, February, March. For new residential customers with no consumption history during these months, $5.83 plus $3.02 per 1,000 Gallons for 6,000 Gallons per month.

Commercial & Industrial

Not sampled:

$9.71 plus $3.02 per 1,000 Gallons of water used.

All Others:

$9.71 plus $0.39 per pound of BOD, plus $0.23 per pound of TSS, plus $1.64 per 1000 gallons of water used.

Oil and grease charge will be $0.03 per pound over 100 mg/l.

Stormwater

Residential

The City of Albany Stormwater Utility has established the Equivalent Residential Unit (ERU) at 2,700 square feet, and has assigned most Single-Family Residential customers a flat rate user fee of 1.0 ERU for stormwater services.

Commercial

The Commercial stormwater user fee consists of a calculation involving total impervious area and the user fee billing rate of $4.75/ERU/month.

Other Information

Commercial Deposit

All Commercial Customers applying for services with Albany Utilities are required to make a deposit or furnish a corporate surety bond in an amount to cover an estimated two (2) months utility cost.

Current Customer

If a Commercial account is transferred to another address the deposit will be transferred.

Refund

Deposits on Commercial accounts will be refunded after two (2) years provided that the account has not been delinquent during the two (2) year period, and an excellent credit rating is maintained. The deposit will earn an annual rate of 1% interest.If the account is closed before the two (2) years are up, the deposit plus the interest will be applied toward the final bill. Any credit balance will be returned by mail.

Residential Deposit

All Residential customers applying for services with Albany Utilities are required to make a deposit to cover the utility services that are available at the new address.

The deposit amount will be based on the customer's credit rating.

The Deposit Amount Will Not Exceed $200.00

Current Customer

A current customer with a deposit can transfer the deposit if moving to a new address. If the current deposit is less than the deposit required for services at the new address, additional deposit will be required.A current customer with an excellent credit rating who has had Albany Utilities services for a minimum of 2 years will not be required to make a deposit before transferring to a new address.A current customer who has had Albany Utilities services for less than 2 years will be required to make a deposit before transferring to a new address.A current customer with less than an excellent credit rating will be required to make a deposit before transferring or acquiring new services.

Refund

The customer deposit will be applied to the account after 2 years if the account has not been delinquent during the 2 year period and an excellent credit rating has been maintained.If the customer no longer requires Utilities services, the account will be final and the deposit will be applied to any balance due. Any credit balance will be returned to the customer by mail.
